go-module: Migrate ebuilds to use dependency tarballs

See #103 (closed). go-module.eclass requires us to migrate to dependency tarballs for Go ebuilds. Ebuils using go-module.eclass which have not been migrated yet are:

dev-go/prometheus-graphite-relay
net-dns/acme-dns
net-misc/rtsp-simple-server
