dev-python/django-rest-framework: Removal, exists in ::gentoo

exists in ::gentoo as dev-python/djangorestframework and has a newer version there. Otherwise, the ebuilds look rather equivalent (although the ::gentoo one uses newer features).

Unless someone has a reason against it, I'll last-rite the package on 2022-05-15.
