CI/manifest: Update to newest pkgdev with --ignore-fetch-restricted

After PR 67 is merged upstream, the CI pipeline manifest check should be updated to use the new --ignore-fetch-restricted option instead of attempting to check for the presence of pkg_nofetch(), which is error prone, as shown in !97 (merged).
