Ban EAPI 5

EAPI 5 is pretty old and only net-misc/rtsp-server (which is marked deprecated) is using EAPI 5 in this overlay. This last ebuild which is still using EAPI 5 is also a candidate for removal (see #93 (closed)).

I'd say we should ban EAPI 5 completely.
