[TRACKER] Packages with user.eclass missing GLEP 81 migration

Using user.eclass directly is deprecated and should be replaced by creating acct-user and acct-group packages and depending on these instead (GLEP 81).

This issue tracks all packages which use user.eclass directly, but should use GLEP 81 instead.
