dev-python/structlog: Unsupported build mode

The current build mode DISTUTILS_USE_SETUPTOOLS=pyproject.toml is no longer supported. Instead, we should switch to a PEP 517 backend. The fix is rather easy, so I'll do it myself.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
