GitLab CI for fem-overlay

Just for completeness, as we already have a PR...

For a successful transition from Bitbucket to GitLab, we need a new CI as the Bamboo CI will go down some time in the future.

Work is already being done in !1 (merged)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
