sci-libs/vmaf-1.3.15: Unsupported EAPI=6 for distutils-r1

Ebuild failure occuring in global scope, see https://bugs.gentoo.org/885921.

The issue is that 1.3.15 still uses EAPI=6, but distutils-r1 dropped support for it.
