net-analyzer/graphite-api: Removal

The package has missing dependencies (scandir was removed in ::gentoo). Also, it doesn't work anymore with recent dependencies and Python versions (I don't know what the exact cause is, though). Upstream is dead and the package is no longer in use on FeM infrastructure.

Removal in 30 days.
