dev-python/sphinx-sql: Unknown mirror in SRC_URI

The mirror://pypi has been removed from ::gentoo in favor of pypi.eclass. Packages using this mirror won't be able to fetch distfiles anymore. These packages need to be updated to use pypi.eclass instead of mirror://pypi.

No revbump and no updating of the manifest (other than maybe renaming the distfile) should be required.
