Is Java 1.8 not too specific or am I missing something?
I don't like calling them launchers. It's still the client version itself we depend on.
Plugins behave like Mods, but only support servers
Servers can be modded like clients, so mods are available for both, but plugins just for non-vanilla servers
Servers behave somewhat like clients. Not all mods can be installed for servers, so care must be taken to distinguish between mods that support both and mods that support only clients.
Wouldn't that be just a use or target dependency for the specific mod?
Resourcepacks! Can be linked into resourcepack folder like mods, but can be "installed" all at once as long as there are no name conflicts.
Only consideration would be the tooling, because we may want to set the enabled ressourcepack via CLI
