dev-python/sphinx-sql: Removal

Turns out we don't use sphinx-sql anywhere and I don't need it either. Currently, the package is broken due to the removal of the pypi mirror URI. Removal on 2023-07-14.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
