CI: Migrate only/except to rules

Adrian Schollmeyer requested to merge gitlab-ci-rules into master

Allows more fine-grained control to make sure the big pipelines only run on master. Also unifies the way the rules for running certain jobs are specified (before, there was a mix between only/except/rules).
