ci: Migrate to tools provided by Docker image

Adrian Schollmeyer requested to merge ci-tools into master

It's not so nice to have the tools located in the portage tree of this overlay, since the end users don't need it. This MR migrates to the tools which are now provided by the Docker image. This also makes this CI configuration easily portable to other Gentoo Overlays, as only the CI config file needs to be copied.
