sci-libs/vmaf: Fix reverse-dependencies, add blocker against media-libs/libvmaf, last-rite

This MR starts the last-rite of sci-libs/vmaf, replacing dependencies on this package with dependencies on its successor package media-libs/libvmaf. Furthermore, a blocker to media-libs/libvmaf is added to allow automatic uninstallation an prevent conflicts when updating reverse dependencies.
