debian: install check_smartarray in fem-nagios-plugins

While this plugin theoretically needs HP's ssacli, machines this plugin shall run on probably have ssacli installed and since it's some proprietary blob which might not even be installed using a deb repository, adding this to a separate package to define a dependency on a package for ssacli would make matters only more complicated.
