debian: move check_haproxy to separate deb package

Adrian Schollmeyer requested to merge deb-extract-check_haproxy into master

Seems like check_haproxy is part of nagios-plugins-contrib and thus causes conflicts. Since we use nagios-plugins-contrib elsewhere and don't want to miss out on fem-nagios-plugins there, we need to extract the plugin to a separate package and add a conflict to nagios-plugins-contrib there.
