debian: rename haproxy package to contrib and add check_ssl_cert

Adrian Schollmeyer requested to merge nagios-plugins-contrib into master

Seems like check_haproxy isn't the only plugin which also exsits in monitoring-plugins-contrib. Since we are essentially providing a subset of monitoring-plugins-contrib with these two package, we just rename the package to fem-nagios-plugins-contrib.
